The Penn State Nanofabrication and other user facilities have a tool that we call Research Instrumentation Management System which was developed by a company called Versatile and has been modified over a number of years.  Princeton University recently implemented the system for their fab.   I don’t know their current pricing structure, but we have found it to be a very flexible tool that spans multiple user facilities.  It is a reservation, equipment management, and billing system rolled into one.  Email me if you are interested in more information.
