[labnetwork] Specific guidelines for receipt of unknown samples/nanoparticles

I usually requests an MSDS from the user in this case.
They *should* have already made one for their internal safety procedures.
If they haven’t, then they need to make us one and discuss the safety with
us before they ship it to us.

Some chemicals are “safer” unless in a specific form - for example the
powder should be avoided for breathing, whereas the powder captured water
may not be as problematic as long as you’re wearing the right gloves etc.
