[labnetwork] How do you charge SBIRs?

Hi Iulian - our center has the same rate structure that you have.  We decided to not give a SBIR discount or other incentive and charge them the full for-profit rate which is in our case 3x our internal rate. I don't view it to be the responsibility of a University research center to give financial benefits to for-profit companies that might receive SBIR grants.  I think that the SBIR grant is a great program to have and it is between the company and the government the same way that a company might have other funding sources.  When they come to us, they are a for-profit company and therefore get the corresponding rate.  Even without a lower SBIR rate, we have seen many smaller companies at our center able to drive forward their programs.  While on this topic, I also highly recommend looking into retainers, or other forms of financial insurance, for engaging with companies.  Things can turn pretty quickly ...

As most of you probably do, I have three rate structures:
-Internal
-Other academic/government
-Corporate (for profit)

I am writing to solicit your input on how you handle SBIRs (where funds go from the government to a for-profit entity). Do you charge the government rate, the corporate rate, or something else? What rationale do you use when you decide? If you offer the government rate, do you require any "proof" that SBIR funds ate indeed used?
