Thanks for all your suggestions! Just following up with the XPS data which our surface science facility was kind enough to analyze for us. Looks like some kind of fluorpolymer to me.

 O-  33.32
 F-   41.78
Si-   4.00
Cl- 0.39
 Al or Br - 5.23  (more likely Al)
