[labnetwork] Used/refurbished fab equipment suppliers

We had a good experience with MOOV in ~2022, reasonable terms, negotiable,
they also threw in a “spare parts” tool since the tool we bought wasn’t
tested by MOOV but was “confirmed working” prior to disconnection.
